Purpose: The purpose of this training is to provide employees with the
information needed to respond to a chemical release at the Operations Level. First
responders at this level will assure that the area is secure and personnel are safe. They
will take defensive actions as needed to limit the spread of the spill, but will not
attempt to stop the release or clean-up the spill.
